| 投標人應具備的資格或業(yè)績：1、投標人必須是所投視景系統(tǒng)的制造商，本項目不接受代理商投標。如果境外投標人所投貨物包含境內部分，則投標人須具備人民幣結算能力，否則其投標將被否決。 2、1）關境內投標人須提供以下資質證書的復印件：①加載統(tǒng)一社會信用代碼的營業(yè)執(zhí)照；②投標人在有效期內的ISO9001質量管理體系認證證書或其他同等質量體系認證證書。2）關境外投標人須提供以下資質證書的復印件：①有效的企業(yè)登記證明材料；②投標人在有效期內的ISO9001質量管理體系認證證書或其他同等質量體系認證證書。 3、業(yè)績要求：投標人必須已經(jīng)交付過通過聯(lián)邦航空局（FAA）或歐洲航空安全局（EASA）或中國民用航空管理局（CAAC）鑒定的D級模擬機視景系統(tǒng)；投標人應提供符合以上要求的業(yè)績清單（清單中應列出銷售時間、銷售數(shù)量、設備名稱、設備型號及最終用戶等），同時提供業(yè)績銷售合同或銷售訂單復印件作為證明材料。銷售合同或訂單的復印件須能體現(xiàn)簽訂時間，銷售產品內容及數(shù)量，簽訂雙方等關鍵信息，否則將被作為無效證明材料。 4、銀行資信證明：1）境內投標人應當提供在開標日前3個月內由其開立基本賬戶的銀行開具的銀行資信證明的原件或復印件；2）境外投標人應當提供在開標日前3個月內由其開戶銀行開具的銀行資信證明的原件或復印件。 |

| Qualifications or Performance：1. The bidder must be the Simulator Visual System’s manufacturer, the bidding from agent will be declined.If the foreign bidders have goods provided within PRC customs territory, the bidder shall have the ability to fulfill RMB contract directly with SACSC, otherwise the bid will be rejected. 2. Various qualification certificates must be provided: For domestic bidders:①Business License (Business Registration);②The bidder’s valid ISO 9001 Quality Management System or other equal certificates of the bidder;For foreign bidder:①Business Registration;②The bidder’s valid ISO 9001 Quality Management System or other equal certificates of the bidder. 3. Achievements requirement:1) The Bidder must have delivered a Class D simulator visual system certified by the Federal Aviation Administration (FAA) or the European Aviation Safety Agency (EASA) or the Civil Aviation Administration of China (CAAC);Note: The bidder must provide a list of performance that meets the above achievement requirements (sales time, sales quantity, equipment name, equipment model and end user should be listed in the list). Copies of the performance sales contract or sales order should be provided as proof, which must reflect the signing time, sales content and quantity, signing parties and other key information, otherwise it will be regarded as invalid proof material. 4.
